Missouri has no statewide tiny house standard, and rural areas in particular offer some of the least regulated conditions we've found across this entire series — including at least one county with genuinely zero zoning restrictions at all.

About as permissive as it gets: Lawrence County has no building codes, zoning restrictions, or regulations whatsoever governing tiny homes — the only exception is if you plan to install a septic system, which still requires approval.8 Similarly, Johnson County has no countywide planning, zoning, or building code at all; individual cities within the county zone independently, and building permits are only required inside incorporated city limits.1

1. A Distinctive State-Level Requirement for Prefab Homes

Prefabricated tiny homes in Missouri must be "approved, stamped, and numbered" by the Missouri Public Service Commission (Mo-PSC) — a specific state regulatory step for factory-built homes that isn't phrased quite the same way in most other states we've researched.6 Site-built tiny homes instead require architectural drawings submitted with the permit application.6

3. Real Social-Impact Tiny Home Villages

Both Kansas City and St. Louis have developed tiny home villages specifically for veterans and transitional housing, and Eden Village in Springfield provides housing for disabled and homeless individuals.4,8 These organized projects demonstrate that Missouri municipalities are actively using tiny homes as a housing tool, even where individual-lot zoning remains restrictive in the same cities.

4. The Approval Chain Can Involve More Than Just Zoning

Beyond the county or municipal zoning and building departments, some Missouri jurisdictions require tiny home owners to separately coordinate with fire protection districts, subdivision trustees, and sewer districts before construction begins.5 This is a more layered approval process than several other states in this series, and it's worth confirming upfront rather than discovering it partway through a project.

THOWs are generally classified as travel trailers in Missouri and face placement restrictions in most municipalities; many cities do not permit them for full-time living regardless of foundation-adjacent modifications.3,8
